Default Dimensions of a Table Created in Word 2013 Change when saved in Word 2016

Greetings,

I have a document template (for ISO documentation) that uses a table in the header to define fields for required information. In Word 2013 (and earlier versions going back to 2007) the table was aligned perfectly with the page border.

When I save it in Word 2016 the top and right border of the table is no longer aligned with the page border.

I have tried repeatedly to realign the table using the manual "drag the lines" method and also by editing the table properties, all with no success. Any adjustments I make, using either method results in the table border being either inside or outside the page border.

When editing the table properties I can set the table width to 7.81 inches (shown in the second picture but it will not allow me to set it to 7.82 or 7.83. The next width it will allow is 7.84 which puts the table border outside the page border.

What changed and how can I fix this?
