But once you do that, the TOC will no longer function as one; that's a significant consideration if you propose to distribute the document in PDF form, for example. Does a 1pt difference really matter for the TOC?

I've just read through the article you reference by Suzanne Barnhill, and of the points I've mentioned above, there are several for which I do not see a solution: Hindi and English with different fonts and pt sizes, inserting a "/" between the Hindi and English titles, starting the chapter numbering only after the fifth chapter (the first five--Preface, Editor's Note, etc--are not numbered chapters in the book). The last of these may have a solution which I missed, but I did not see anything for the others. If those cannot be solved via styles, then I'll have to delink the TOC to finish my work anyway, so might as well just take care of the above points manually.

Reviewing the points I listed, it would be really helpful if you could let me know if you think they can all be solved via styles.

They can be handled by (1) Styles, (2) TC Fields. Both are addressed in the article.

Paul just expressed that the "/", the pt size difference, and the chapter number are all things that cannot be managed systemically. Unless you are saying that through TC fields I can manage these. Will TC fields provide an incrementally increasing chapter number? Will it be able to apply the "/" where the Hindi chapter name ends and the English chapter name begins? Will there be facility for a different pt size for Hindi and English font sizes?
