Default Word 2016 Autoformat question

I currently have a table with 2 columns and I am trying to draw an arrow in front of the picture on the right column over to a bullet point on the left column and when I do, its moving the entire left cell up as if it is setting it to Top alignment. I have tried moving it all around and text wrapping and I just cant get it figured out. Any ideas?

Put the shape outside the table with the text and picture.

Format the shape as required.

Click the In front of text wrap option (even if it is already selected)

Drag the shape to the table. It should not then interfere with the table content.

Frankly it would be better to add the shape to the graphic, but for that you would need a graphics editor. SnagIt is particularly good at this type of annotation, and I believe there is still a fully working trial version.
