Default Lock words in a document, but allow for input within the document

How do you lock certain words in a document so they stay still, but still allow for people to make entries in the selected area. I don't want to protect the whole document just pieces of it? For example, if I want to create a Q&A, I want my questions to not be edible, but I want people to be able to input answers.
