I'm been trying all morning to no avail.. im looking to make a page that looks like this

where the "*" (stars) are the text of table one (as you can see it has two rows and one column) and "table2" is the second table (one row and one column) table smack in the middle of table one

I don't think you can create one table atop another in Word. However, you can be creative and create one table and adjust the cells within that table to be representative of what you want. It will take some tinkering to make it work but, if you have the time and that is what you want...go for it. Other posters may have alternative suggestions.

You can insert a table inside a cell of another table, if that helps.

… and you can be creative with colspans :-}

Given that a table is supposed to present a block of related information, I don't immediately see why you want to put one table on top of another.
