Default Static sections protected form

I'm calling this a Knowledge Base Article. Its purpose is for our help desk to be able to quickly build solution documents and keep them consistent between users.
I would like to use form data but it is not 100% needed, it just seemed easier to protect the document that way.

The problem is this. I would like to keep the data at the bottom of the page static (99% of these documents will be 1 page) even tho the center text section will differ in length.

This is only a sample document, there will be more to it, but this hurdle has put us at a standstill.

Thanks in advanced for any assistance or advice.

Also... I am not hell bent on using word for this, but I have tried a few different MS products and it seems to be the least troublesome.

The simple answer seems to be to insert a fixed size frame. This will keep the text in position below the frame and allow variable length texts in the frame. (It's the same process used to address envelopes in Word). See attached

Are you referring to a text box?

If so, that's what I thought as well, however when I set the document to protected I can no longer modify the text box.

I may try a table tomorrow, but I suspect it will be the same outcome.

My apologies, I did not see the edited attachment while viewing on my phone. I will look at this while on my computer in the morning. Thank you!

No, I said a frame - as in the attachment. A table could work also.
