How do I edit my TOC to reference the section numbers instead of the page numbers???

In my actual document the pages are numbered by section (ex: 9-1, 10-1, 11-1, 11-2, etc) - but my TOC only reference the actual page number - at the end of the leading dots it shows (page) 1, (page) 2.

How do I edit my TOC to reference the section numbers instead of the page numbers???
