Default Vista restrictions


I have just replaced my XP machine with a new Vista machine. While in a Word document I could use the Table of Contents to jump anywhere in the document by clicking on the page number while holding the control key down.

When I try to do this now, I get an error message saying "This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator." Can anyone suggest to me what restrictions the message is referencing and how to modify it to allow the behavior I want?
