But if you change both dimensions in the one pass (i.e. before pressing OK), F4 will repeat the change to both.

I believe you're saying, if the proportion of height to width is locked, which it is by default. I was experimenting with unlocking the two and should have made that clear.

No, even if you unlock and change both independently before pressing OK, F4 will repeat both resizings.
