Default problems saving Word documents in .pdf form

Why would the track changes option for balloons change to being inline in the text when a document is saved as a .pdf? When it is saved as a Word document, the comment balloons stay off to the right, but when it is saved as a .pdf, the comments are in line in the text.

This shouldn't happen if you have comments set to display in balloons by default.

How are you saving to PDF, by the way? Via the Save As dialog box or by other means?
