"Framing" a table
I want to put a table into a frame so that I can adjust the size without disrupting the interior. I have the table looking exactly like I want it to. I don't want to change the font size or anything. I just want to make it smaller as is, kind of like you can do with photos in jpg by moving a corner in and out.

Putting a table into a 'frame' won't achieve that. About the only thing you could do that would achieve it is to save it to a separate document, then embed that document as a separate object in your existing one.
