Default Winhlp32.exe seems not to work no under Windows 8.1

Until recently I have been able to use legacy .hlp files. When I try I get the message "The Help for this program was created in Windows Help format, which depends on a feature that isn't included in Windows 8.1 or Windows RT 8.1. For more info, go to the Microsoft Support website." Following up on that site, and searching the web, it seems a recent update to Windows 8.1 has rendered Winhlp32.exe inoperable(?).

Is this the case? Has it been fixed yet? If not, is there an estimated fix date and is there an alternative workaround?
