Default Problem with positioning objects in visio

I have the problem of positioning arrow shapes in Visio. I have to create something like in MS Word file attached. When I try to create a notched arrow and try to position it over the big arrow, it goes to the bottom of that big arrow. I am attaching screen shot. Any help will be appreciated.

The issue is that the Visio shapes are snapping or gluing themselves to other shape geometries.

You have two choices to prevent this.
- Either place the second shape off the first shape, and then use the arrow keys on your keyboard to move it into place
- Turn off the options which enable Snap and Glue. You do this by pressing Alt-F9 and unchecking the first column items (Snap & Glue)
