Is there a way to add the resource name to the bars on the Tracking Gantt chart.

You can change what appears through the Bar Styles command. Right click in the Tracking Gantt view and select Bar Styles from the shortcut menu.
Select the bar you want to change and click the Text tab in the lower portion of the screen. You may add the Resource Names to the left, right, top, bottom of the bar.

No, this is the Bar Style command. You'll need to change it for each bar style you have reesources assigned - but usually only "Normal" and "Critical" bar styles need to be changed.
