Default Custom layouts do not apply properly


I'm trying to make eight custom layout slides.

I created a custom layout called Title Slide Layout.
When I apply this to a slide in Normal View it does not maintain the formatting.
Specifically, the header and presenter's name should be in blue.

I created another custom layout called Sample Bullets Page
When I apply that in Normal view it doesn't keep the font formatting in the header and it only shows one level of the bulleted list.

So I guess I have two issues
1. How do I get the format from the custom layout to apply to the slide?
2. How can I see the whole bulleted list layout?
