Default Outlook Add-in problem

Hi,

I have a windows 2000 domain with Outlook XP. I'm trying to import a COM Add-in in Outlook. It works fine for me as Admin, but somehow when I select Add as a user, I can browse to the plugin but when I select it, it doesn't appear in the available list of componenents (the screen where the "add" button is located. I have found out that it must be policy related but can't find where...

Where does this get denied?
