Default How to auto flag and categorize upon sending email?

I explored rule creation in Outlook 2016, but it only seems to apply for emails received.



At the point of sending the email, how do I hit a different keyboard shortcut to let it auto-flag + categorize in a certain color?

From the main Outlook window, click the little pulldown under Rules
Choose Manage Rules and Alerts
Choose New Rule…
In the Start from a blank rule area, click on Apply rule on messages I send
Choose your conditions, then choose your actions
