Question Permission in Outlook

Daily I receive the attached email in Outlook -- I do not know if it is a SCAM or legit. I cannot find the On the toolbar, select the Settings icon, then select View all Outlook settings.

If this is legit, what do I do and why do I do it?

It looks like you have Outlook.Com configured to synchronise mail from gmail and that is not setup correctly in Outlook's settings (or perhaps gmail's settings).
