Exclamation I can't get Outlook to receive messages, though I can send

Please help!
My IT person is completely useless and I am desperate! He gave me instructions for setting up Outlook from ProMail. It didn't seem to work at all at first. I thought I deleted the first attempt to start over, but now I have 2 accounts with the same email address. Somehow, my ProMail deleted every single email in every file. Now on the first Outlook account, the inbox emails I thought were gone forever are there, but nothing from the other folders. The second account was working as of last night to send and receive, but now I can only send. I have deleted emails from yesterday there, but nothing in my inbox that was there as of yesterday or anything new sent to me. Please advise! Thanks!
