Angry iCloud Sync Problem after MS Update

I have been using iCloud for my Address Book and Calendar in Outlook 2013 for a couple of years. I just had an automatic Windows 10 update from Microsoft and after the update I get a message when I try to access my address book or calendar. " The set of folders cannot not be opened. The information store could not be opened."

I can open the iCloud address book and Calendar on the machine but not in the Outlook app. So I have to copy and paste addresses into my emails.

This is ridiculous!! Any idea how to recover?

I was finally able to get it working by deleting the icloud account and datafile from Outlook and reinstalling it.

But now just I few weeks later, I get another Win 10 update and I have to set up Outlook again!. Once I did, I have lost 3 months of sent items and while I have the outlook calendar and address book set up ok, when I write a new email and check on "To" it comes up with a blank address book. Why doesn't it use the icloud address book that is set up in Outlook?

What is going on with Microsoft?
