Default How to create a Quick Step to move message to a Public Folder

Outlook 2013 is behaving so foolishly it hurts.

I want to create a New Quick Step. I choose the Action "Move to folder", when choosing which folder I want to move a message to with the Quick Step, I select "Other Folder", and some folders pop up, but no Public Folders are available.

The dumb thing is, if while in this "Select Folder" screen, I click the "New..." button, I can then see the public folders. But if I go back to trying to choose an already existing folder on the prior screen, I still can't see the public folders.

So, I am able to CREATE a new folder in the Public folders group for my quick step to be moved into, but if I want to make a quick step for moving messages into an EXISTING public folder, I can't because I can't see the public folders in that screen.

Anybody know of a fix for this?
