Default How to make outlook rules apply to outbox folder?

Hi,

My objective is to prevent emails from being sent to certain domains.

I am using the rule to look out for specific words in the address bar, put it into a specific category, then defer the email for 120mins. At this point, the email will be in the outbox folder.

Here is where the problem starts, I want a rule to move these emails in the outbox to another folder, say folder "123". However, I found out that outlook rules only apply to emails that have been SENT out, it does not apply to those emails sitting in the outbox folder.

Can anyone help? Any better alternatives are welcome! Cheers
