Default Programmatic Access Problems

I am using MS Office 2010 on my local machine. The office is using Small Business Server 2003. I cannot figure out how to allow programmatic access to send emails from Access VBA without getting that annoying pop that I have to wait 5 seconds to click Appy.

We have read numerous posts regarding registry edits but they do not seem to apply to our setup.
