Default Repeating or freezing header rows

First, my tables are all-or-nothing on the header row option. If I choose the top row as header, then all rows are flagged as header rows. Turn it off on a data row, the the top row is turned off, too. Is this the way it's supposed to work?

Second, is there a way to keep the table headings visible as data starts to fill a page and scroll the upper rows out of sight?

Third, can I repeat row heading when I turn a page into a PDF?

Sorry to be blunt but are we talking OneNote here or Word?
