Default ctrl shortcut for c,v,x, and s SOMETIMES don't work in both word and outlook emails

I recently upgraded my computer to 8 and then 8.1.


Then I installed office 2007 Professional. (Multi language)
For some reason my ctrl shortcut for save, copy, paste, and cut work sometimes but not others.
I am having the same problem in both word and outlook email.
I have been researching this for 2 weeks with no success. Any help is VERY much appreciated.
