Default InfoPath - User Permissions & Shared Discussion

I'm new the InfoPath, however I have been scanning the net for the 'how-to' on this over last 2 days so thought I'd try here. I am looking to do 2 things for an InfoPath form that i will publish to SharePoint

1) Permit access to only selected users to amend the options of a drop-down list
2) Integrate the means of a shared discussion functionality within the InfoPath form. The goal of this is to allow users to make post comments between each-other, enabling an email alert to those 'watching' the particular form.
AM I asking too much????
