I need your help. I want to create labels with custom size i.e.

First page contains first order number and there may be more than one product under single order number. First page contains order number and address while second page contains multiple products under one order. Maximum three products have to display one page. Suppose there are 9 products under one order; first page will be address page while Page No. 2 to Page No. 4 will be detail pages. Page No. 5 will be second order with address and son on. The example repeats single product three times on one page which is only to show format of the page but ruling will be the same as describe above.

Sir, I need your help how to proceed such kind of mail merge?

Your first merge could be done with an ordinary label merge. Your second merge could possibly be done with a Word's Catalogue/Directory Mailmerge facility, for which I've previously given you links, but you'd need to do some careful setup to get the staggered layout your images depict.
