Default Data validation with IF

Hi. I have a problem with data validation in excel using IF condition

sorry for my bad english can't really describe my problem. you will have to see the file to understand the problem.

failiem.lv/down.php?i=quouakh&n=Pirmais_uzdevums.xls

So I have two functions in H3 and I3 I want to create a Data Validation for Cloumn G "Subtype" Allow "List" and Source "=$H$3:$I$3" but it doesn't work like it should... Excel just paste's the correct options for first statemant. If i choose Meal it shows Food Drink and for next i.e. Education it again shows Food and Drink but I Need "Fees" and "Books". I have tried tons of ways but i still cant get it work the right way!
