Default append multiple time values to date in one column

I have a meter interval data with time values in other columns and date in rows like below

KYUSHU0911000001993100000000 6:30:00 AM 7:00:00 AM 7:30:00 AM 8:00:00 AM 8:30:00 AM 9:00:00 AM 9:30:00 AM 10:00:00 AM 10:30:00 AM

I want all the times values to be associated with every date and then date in repeated for evert time values like below

28/08/2017 3:30
28/08/2017 4:00
28/08/2017 4:30

I have tried it with index match but I am not getting the required result and even tried pasting it with transpose and add value
