Is there a way to format an Excel spreadsheet so it looks like a Word document on the screen with that formatting locked in if you send the spreadsheet to someone else?

The closest you can get is making the sheet all white and setting print areas.

Prtecting the sheet can be done by choosing Protect sheet under Review and Changes. From the pop-up menu you can choose the actions that others may do.
