Default Excel Default Template

So I have Excel 2013 32-bit. I wanted to have new workbooks be based on a custom template. I did my research and I made a custom template that I put into the XLSTART folder. Then, I disabled the Start Screen when Excel starts. So now when I open Excel it opens my template. Perfect. Trouble is, Excel doesn't open my template if I go to File > New and I can't find any resource on this. Is it not supposed to do that? Is there a way to make that happen? Thank you in advance.

Put a copy in your User Templates file and select it from the My Templates folder in the New file dialog.

If you don't know where it is or want to change the location of the folder, here is a good reference...
