Default If, move and concatenate in VBA

Good day,
Please need your help to solve the following problem.
I need to concatenate all cells in the column B if the column A is empty till to found the word “Offer”. Then from the cell with the word “Offer” to move the contents is the column C.
As it’s very difficult to explain in plain words what exactly I need to do, I’ve attached an example. I hope to be clear.
Thank you in advance.
