Default How to "print" backgrounds to PDF

When I use MS word to create a document with a piece of art set as the background. I make sure to have the box checked in Options for printing backgrounds. But, one of 2 things happens:

1. the background is reduced and tiled, instead of being one full page bg image.

2. the background is removed altogether and replaced with a solid fill or even no fill altogether.

What I would like to know is this:

Is there a fool-proof set of steps to ensure that background art will print to PDF without being altered or removed? {perhaps a set size & resolution the art must be at in order to not be tiled or altered?}
